Abstract : This research paper consists of five major parts. The first three parts represent a theoretical framework. Part one introduces the major concepts of: management, public administration, development, and the Islamic perspective. Part two defines the role of public administration in development from capitalism and socialism perspectives. Part three delineates the nature of the economic problem and the concept of development in the view of Islam. Part four is the main body of the paper. It analyzes the elements of production and the way of managing and utilizing them efficiently, which leads to development in accordance with Islam. Part five concludes the study with a summary.
