Abstract : The Kingdom of Saudi Arabia has recognized the importance of improving the public administration sector. Accordinglyan administrative development unit has been established in most ministries and public corporations. But studies indicate to barriers and problems facing these units whichprohibit their effectiveness and efficiency from doing their roles and functions. This research attempts to study the situation of these unitsdescriptively, and compare the findings with the normative standard of the O.Dconcept and strategies. The findings of this research indicate that there is unawareness of organizational developmentas a comprehensive approach whichresultsin vagueness in the role and function of these units, there is a misfit inorganizational structure in terms of the level and the different names of these units.Also there is an acute shortage in manpower in terms of quality and quantity. Finally a list of recommendations is provided according to the findings of this research.
