Abstract : Land policy plays a significant role in land development. Urban Land Policy in the Kingdom of Saudi Arabia incorporates various measures, the most important of which is Land Grants. The Kingdom derives the legal ground for land grants policy from Sharia. In this regard the experience of the Kingdom is very rich, which calls for a review and analysis bearing in mind that this subject has received scant attention from researchers. This will lead the discussion on the role of land donation in land development. Therefore, this paper aims at reviewing the legal framework for land grants in the Kingdom taking into account the uniqueness of land donations from other land policy measures. The paper starts with outlining the legal framework for land grants in view of Shariah, then moves to discussing the authority, which bestows land, types of land grants and the procedures related to the application of this policy. This will lead us to discuss the role of land grants in land development.
